Senate Democratic Caucus chair Sen. Donald McEachin said Tuesday in a response to a letter to himself and Minority Leader Sen. Dick Saslaw from Majority Leader Sen. Tommy Norment that Norment was disingenuous in linking Democrats complaints over the makeup of committees in the evenly-divided chamber to their threats to hold up the budget over substantial policy issues.
Norment's letter, which was published on this blog earlier Tuesday, referenced a letter he received Friday from McEachin and Saslaw.
McEachin claimed that while the letter did discuss committee makeup - which Democrats feel should reflect the fact that each party holds 20 seats in the chamber and not be controlled by the GOP with the use of Lt. Gov. Bill Bolling's tie-breaking vote - it did not mention the budget.
A copy of the letter to Norment shows just that:

However Norment stands by his contention that hid Democratic colleagues are nursing bruised egos over organization of the chamber, and threats by their caucus to hold up the budget are over politics, not policy.
"If there is a suggestion by my Democratic Senator friends that my suggestion there's a linkage between whether they will vote for the budget and the committee assignments and they consider that disingenuous - I would say I consider it absolutely factual," Norment said.
