It seems Sen. Dick Saslaw had the temerity today to go before the House Rules Committee, which Howell chairs, to argue in favor of his own transportation bill and the gas tax it contains. Saslaw knew what he was getting into.
"Based on what I've heard," he said to the committee, "I should be asking for a cigarette and a blindfold."
"Senator Saslaw," Howell replied, "there’s no smoking in this building."
